NOTICE OF RACE

 

The 2008 Yngling Women European Championship will be held from 30th March to 5th April 2008 in Blanes bay waters (Girona – SPAIN), organized by the Club Vela Blanes and the Royal Spanish Sailing Federation (RFEV) in association with the International Yngling Association (IYA) and Catalonian Sailing Federation (FCV).

 

1. RULES

The Championship will be governed by:

­        The rules as defined in the ISAF Racing Rules of Sailing (RRS2005-2008)

­        The ISAF Regulations.

­        The International Yngling Class Championship Rules.

­        RRS Appendix P will aply.

­        Prescriptions of the RFEV will not apply.

If there is a conflict between languages, the English text will prevail.

 

2. ADVERTISING

The regatta is designated as a Category “C” event. Competitors must comply with ISAF regulation 20.

 

All boats may be required to display advertising under ISAF regulation 20.3 (d)(i).

 

All Class rules in contradiction with this rule are altered in consequence.

 

3. ELIGIBILITY

All competitors (helmswoman and crew) shall meet the eligibility requirements of ISAF Regulation 19.

 

There are no limits on number of participants and no nation quotas.

 

Teams from all nations can participate.

 

All participants have to be IYA Active Members (Membership forms can be found at www.yngling.org)

Yngling Class Rule C.2.2 (women event) will apply.

 

Substitution of crew members is not permitted except by the International Jury permission in case of proven accident or illness.

 

4. ENTRIES

Entries have to be made on the official entry form available from www.yngling.org or the event website

The Entry form should be accompanied by copies of following documents:

-   A copy of the valid Measurement Certificate including boat corrector and weight.

-   A copy of the Insurance certificate.

5. VENUE and REGISTRATION

Race Headquarters are in the Club Vela Blanes Race Office

Each skipper shall personally register and sign the registration form in the Race Office.

Only boats that have completed registration, paid the entry fee and passed the prescribed measurement check procedure are entitled to race.

 

6. SCHEDULE

The Regatta will consist of an opening series of 8 races. For boats not qualified for medal race, the opening series could be extended with one race. Two races are scheduled each day. One extra race per day may be sailed if the number of races is less the scheduled.

There will be no warning signal for any race after 1600 hrs on Saturday 5th April.

7. LIABILITY AND INSURANCE

For every participating boat, valid third-party liability insurance shall exist with a minimum coverage of Euro 500.000 per event or the equivalent amount in currency of the country registered boat.

 

The organizing Authority or any other party involved in the organization of the event will accept no liability for any personal or material damage (including, but not limited to death, injury consequential damage, etc.) sustained prior to, during or alter the regatta.


The responsibility for the decision of a helmswoman to participate in a race to continue with it is solely with him; to that extent he also takes the responsibility for his crew. The helmswoman is responsible for the qualification and the correct nautical conduct of her crew as well as for the suitability and the transport – safe condition of the registered boat.

 

In cases of Force Major or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realisation of the event or to cancel the event. In these cases there does not exist any liability for compensation of the organizer to the participant.

 

In case of violation of obligations that do not constitute primary respectively material contractual duties (cardinal obligations), the liability of organizer, no matter because of which cause in law, for material and properly damages of all kinds and their consequences that arise to the participant during or in connection with the participation in the event resulting from a conduct of the organizer, his representatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs, in case of simple negligent the liability of the organizer is limited to foreseeable, typically occurring damage. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff – employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use – from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realisation of the event.

 

The effective racing rules of the ISAF, the administrative regulations regatta-sailing and the articles of the association of the DSV, the class rules as well as the regulations of the invitation to the competition and the mailing instructions are to be complied with and are expressly recognised.

Spain law shall prevail.

 

8. MEASUREMENT

All legible boats will undergo measurement of hulls, spars and sails as well as equipment checks in accordance with the International Yngling Class Rules. Only measured equipment may be used for the championship. Each boat shall possess a valid Measurement Certificate.

 

All sails should carry an event stamp (2 jibs, one main and one spinnaker)

 

The helmswoman and crew will be required to weigh in at registration each day before racing (0800 – 1000hrs).

 

9. SAILING INSTRUCTIONS

The Sailing Instructions will be available at Race Office and on the internet at www.yngling.org or the event website.

 

10. RACING AREA

The racing area will be located in front of Blanes harbour.

 

11. COURSES

The courses will be described in the sailing instructions and will be windward / leeward type.

 

12. SCORING

The low Point Scoring System of Appendix A will apply. The worst score will be discarded if five or more races are sailed.

 

Rule A 4.2 is changed so that the scores are based on the number of boats assigned to compete in the medal race.

 

For the medal race rule A 4.1 is changed so that the points are doubled.

 

Four races are required to be completed to constitute an opening series. If four races are not completed as scheduled, the opening series will be extended to complete them.

 

3 races are required to be completed to constitute a Championship.

 

The ten boats ranked highest in the opening series will be assigned to compete in the medal race.

 

The ten boats assigned to compete in the medal race will be ranked highest in the regatta.

 

A boat assigned to compete in the medal race shall make a genuine effort to start, sail the course and finish. A breach of this paragraph will not be a reason for a protest by another boat. This change rule 60.1(a). The penalty for this breach will be ranking the boat tenth in the regatta. If there are two such boats, there will be ranked ninth and their, in order of there opening series ranks, etc.

For boats not participating in the Medal Race the opening series may be extended with 1 race.

13. INTERNATIONAL JURY

The decisions of the International Jury shall be final in accordance with RRS 70.4

 

14. PRIZES

The helmswoman and crew of the winning boat will be the Women’s European Championship in 2008 and will receive the Women’s European Trophy and official IYA medals.

 

Special prizes can be awarded according the Sailing Instructions.

 

15. SUPPORT AND COACH BOATS

The use of all vessels used as support and coaching boats will be strictly controlled. Team leaders and coaches shall register at the Regatta Office. Only accredited coaches will be allowed to go afloat.

 

These coaching or support boats shall conspicuously display the national flag of the competitor’s nation they are coaching or supporting.

 

There shall not be any communication between the competitor from the warning signal until the competitor finishes or retires from the race. A competitor shall neither make radio transmissions with afloat not receive radio communications. This restriction includes mobile phones.

 

Accredited coaches will be obliged if asked by the Race Committee to take a coach with equipment from another country if that country does not have a boat available.

 

Team leaders, coaches and other support personnel shall never be closer than 100 meters from any boat racing. The penalty for failing to comply with this requirement will be at discretion of the International Jury. These disciplinary actions shall not apply to a coaching or support boat acting as a rescue boat under the control of the Race Committee.

 

16.HAULING OUT AND MOORING RESTRICTION

All boats participating shall be afloat by Tuesday 1st April at 0900 hrs and shall not be hauled out until the completion of the last race, unless permission to haul out was granted by the Race Committee or International Jury. This permission will only be granted in the event of damage.

When not sailing, all boats shall be moored in the Harbour of the Club Vela Blanes, at the club designated places.

 

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the starting signal of the first race and the end of the Regatta.
